Mission
Unfortunately, music education is not or is not commonly built into special (secondary) education. Papageno’s mission is therefore to ensure that all children who are in special (secondary) education are structurally given access to music education. To achieve this mission, Papageno focuses on the following activities:
- development of a musical approach enabling all children in special education to be able to make music;
- training and coaching musicians in this musical approach and in ‘handling children in special education’;
- building up a network of schools for special (secondary) education which believe music education is important;
- supporting schools in integrating music education into the curriculum; to build up a strong network of specially trained musicians;
- supporting teachers and tutors in developing their own musical skills.

Papageno also wishes to encourage students to participate in extracurricular music education and does this by developing training and coaching programmes for music teachers, attached to a music school, or with their own teaching practice, in handling students with learning or behavioural problems.

Papageno builds a bridge between the professional world of music and special (secondary) education schools. The music education projects initiated by Papageno are temporary in nature and are intended to be innovative or exemplary. Papageno is the initiator of these projects and in addition wishes to be clearly supportive to music establishments and schools. Papageno focuses on activating local and regional networks and works towards forming direct links and cooperation between musicians and schools.

Papageno likes to work with professional musicians who work with these special target groups based on an intrinsic need and interest. Musicians who are curious about the target group, who wish to attend further training and who wish to share knowledge and inspiration with colleagues and to use this within his/her own musical activities. Papageno aims to build a network of enthusiastic musicians who, in future years, wish to share their passion, enthusiasm and knowledge with Papageno, in order to fulfil the mission ‘music education for all children in special education’.

Special children and music education
Children in special (secondary) education learn differently to children in mainstream education. As far as music education is concerned, they usually do not benefit from ‘classic’ music lessons, learning musical notes and symbols or learning to play a certain instrument. However, that certainly does not mean that these children are not musical, quite the contrary, but the musical talent simply has to be stimulated differently. Papageno uses the Collaborative Creative Practice method. Based on musical exercises, children create their own material for a new composition, which ultimately they perform together. It is an accessible approach enabling everyone to make music, irrespective of his or her prior knowledge of music.

Specific projects
There are currently two large national music education projects in progress, Meet and Music Makers.
